(Senior) Data Systems Officer

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19, tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; global health security (GHS) and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project focused on HIV, health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and highly motivated Vietnamese candidate to serve as a (Senior) Data Systems Officer for its Global Health Security (GHS) and Health Information System (HIS) portfolio, based in Hanoi.

Main responsibilities:

The (Senior) Data System Officer will be responsible for coordinating, implementing, monitoring, and reporting activities for GHS and HIS. Specific responsibilities may include but are not limited to the following:

  1. Collaborate with IT vendors to oversee the management, maintenance, and upgrades of existing project-supported HIV software systems. This includes but is not limited to: datahubs, dashboards, tracking HIV outreach & testing system and ART treatment information system.
  2. Work with IT vendors to develop data exchange mechanisms such as application programming interfaces (APIs) and health information exchanges (HIEs) to enhance interoperability when applicable.
  3. Collaborate with the consultant team and stakeholders on GHS activities, including technical meetings, workshops, assessment implementation, data processing, and action plan proposal documents.
  4. Provide technical support to relevant departments at provincial centers for diseases control and health facilities to ensure successful implementation and utilization of project software systems for data collection and use.
  5. Design, develop, and deliver training programs on GHS/HIS.
  6. Generate and maintain user documents, standard operating procedures, and other job aids to ensure consistent and quality use of HIS.
  7. Provide program management support such as troubleshooting, updating work plans, and coordinating and monitoring program activities.
  8. Represent EpiC at stakeholder meetings and contribute to project reporting efforts in these areas of HIS/GHS.
  9. Perform other tasks and relevant duties as required.

Desired qualifications:

  • Bachelor’s degree in information systems or related field, or public health with experience in HIS. Advanced degree preferred.
  • 3-5 years of demonstrated experience in designing, implementing and/or supporting HIS. Experience in global health systems analysis, enterprise architecture, and/or requirements development for a national HIS preferred.
  • Working knowledge of enterprise architecture, electronic health records, local and international health data exchange  standards, and systems interoperability approaches preferred.
  • Strong data analysis and data presentation skills using tools such as Power BI and Excel, SPSS, R, or Python.
  • Familiarity with database management using SQL for efficient data storage and retrieval.
  • Experience working effectively with government counterparts at national and sub-national levels.
  • Knowledge of global health security principles, Health Regulations, and infectious disease surveillance.
  • Excellent written and oral communication skills in both Vietnamese and English.
  • Willingness and ability to travel within Vietnam up to 20%.
